In a historic move, Pune has become the first city in India to roll out the central government’s NAMASTE (National Action for Mechanised Sanitation Ecosystem) scheme, aimed at uplifting waste pickers by integrating them into the formal solid waste management system. Launched on March 26, this initiative promises to provide safer working conditions, social security benefits, and dignified employment opportunities for thousands of informal waste pickers.

A Long-Awaited Recognition

For decades, waste pickers have worked tirelessly to keep cities clean, yet their contributions have largely gone unrecognized. Many face hazardous working conditions, lack access to social security, and struggle for basic worker rights. The NAMASTE scheme, supported by the Pune Municipal Corporation (PMC), SWaCH, and the Labour Panchayat, seeks to change that by officially registering waste pickers and linking them to government welfare programs.

At a special event held at Pandit Jawaharlal Nehru Cultural Hall, Additional Commissioner Prithviraj BP highlighted Pune’s pioneering role, stating, “We are proud that Pune is the first city to implement NAMASTE, acknowledging the 20-year partnership between PMC and waste pickers. This will inspire other cities to follow.”

A New Era of Dignity and Security

Through the NAMASTE Waste Picker Portal, over 50 waste pickers have already been registered, with more enrollments underway. Sarika Kshirsagar, a SWaCH representative, shared her optimism: “After 30 years of fighting for recognition, this scheme ensures our work is officially acknowledged by the central government. It’s a major step toward self-respect and financial security.”

The scheme, backed by multiple ministries and supported by UNDP and Urban Management Centre (UMC), will provide:

  • Official worker status for waste pickers
  • Access to health and social security benefits
  • Alternative livelihood opportunities

By formalizing waste pickers’ roles, Pune is not only improving their lives but also strengthening the city’s waste management system. As the initiative expands, it sets a powerful precedent for inclusive urban development across India.
