Maharashtra to Introduce Single-Window Clearance for Housing Society Redevelopment

In a major push for urban housing reforms, Chief Minister Devendra Fadnavis announced that the Maharashtra government will soon implement a single-window clearance system to fast-track self-redevelopment projects for housing societies across the state.
The move revives a 2019 Government Resolution (GR) that proposed a simplified approval process for older buildings—those standing for 30 years or more. Fadnavis stated that the system would eliminate bureaucratic delays, ensuring transparency and efficiency.
A dedicated self-redevelopment cell will be set up to act as a single-point contact for approvals. Advocate Shreeprasad Parab, expert director of the Maharashtra State Housing Federation, welcomed the decision, saying it would boost transparency, speed up city development, and protect residents’ rights.
With an estimated 8,000-10,000 housing societies in Mumbai, Pune, and Thane awaiting redevelopment, the new system could be a game-changer. Suhas Patwardhan, chairman of the Maharashtra State Cooperative Federation, noted that around 50% of the state’s 1.25 lakh housing societies are considering redevelopment but face hurdles due to complex multi-departmental processes.
The government also plans to provide financial support through subsidized loans from the National Cooperative Development Corporation (NCDC). Additionally, Fadnavis assured the implementation of pending benefits under the 2019 amendments to the MCS Act and hinted at using WhatsApp for quicker project approvals.
The announcement was made during the launch of several publications on self-redevelopment, deemed conveyance, and cooperative laws.
