Maharashtra Divides RTOs in 3 Zones for Faster HSRP Installation: What Vehicle Owners Need to Know

In a significant move to streamline the installation of High-Security Registration Plates (HSRP) across Maharashtra, the state’s Transport Department has divided its Regional Transport Offices (RTOs) into three operational zones. This strategic step aims to expedite the affixation process and ensure timely compliance for vehicles manufactured before 2019, which are now mandated to have HSRPs installed by April 30, 2025.

The new zoning system categorizes Maharashtra’s RTOs into three zones, each managed by a designated agency. Zone 1 includes 12 RTOs such as Borivali, Thane, and Pune, while Zone 2 covers 18 offices including Mumbai Central and Vasai. Zone 3, the largest, spans 27 RTOs, including Mumbai (West), Nashik, and Nagpur (Rural). This division is expected to enhance efficiency and accessibility for vehicle owners.

HSRP Appointment and Affixation Process
Vehicle owners must book an appointment for HSRP affixation, with blank plates being embossed two days prior to the scheduled date. If the HSRP is not affixed within 90 days of the initial appointment, the embossed plate will be destroyed. Owners also have the flexibility to reschedule appointments or opt for home or business location services at an additional cost.

Affordable Rates for Enhanced Security
The Transport Department has set standardized rates for HSRP installation, excluding GST. Two-wheelers and tractors will be charged ₹450, three-wheelers ₹500, and light motor vehicles or passenger cars ₹745. Medium and heavy commercial vehicles will also incur a ₹745 fee. These rates apply to affixation at designated centers, with optional charges for on-site services.

Authorized Agencies for Each Zone
Three agencies have been appointed to oversee the HSRP installation process: M/s Rosmerta Safety Systems Ltd for Zone 1, M/s Real Mazon India Ltd. for Zone 2, and M/s FTA HSRP Solutions Pvt. Ltd. for Zone 3. The complete list of RTOs and Retro Fitment Centers (RFCs) will soon be available on the official Maharashtra Transport Department website.

This initiative is expected to bolster vehicle security, curb fraudulent practices, and simplify the registration process. The Transport Department has urged vehicle owners to schedule their appointments promptly to avoid last-minute delays and ensure compliance with the new regulations.
