Mumbai, April 18, 2025 – In a bid to boost electric vehicle (EV) adoption, the Maharashtra government has proposed a toll tax exemption for EVs plying on the Mumbai-Nagpur Samruddhi Expressway and the Mumbai-Pune Expressway. The move, part of the state’s new EV policy, aims to increase the share of EVs to 25% of all vehicles in Maharashtra.

Currently, only 6% of the state’s 48.82 million vehicles are electric, lagging behind states like Delhi (12%), Karnataka (9%), and Tamil Nadu (8%). The proposed policy, awaiting clearance from the finance department, is expected to be rolled out by May 1, 2025.

Key Highlights of the EV Policy Proposal:

  • Toll Waiver: EVs will be exempt from toll charges on both expressways.
  • Charging Infrastructure: Charging stations every 25 km on highways and near government offices.
  • Purchase Incentives: A 10% rebate on EV purchases to offset higher costs compared to petrol/diesel vehicles.
  • Green Energy Corridor: The Mumbai-Pune Expressway has been included due to its designation as a ‘green energy corridor’ by the central government.

The toll exemption is expected to cost the state ₹100 crore annually, as it will compensate concessionaires for lost revenue. Despite concerns from the finance department, Chief Minister Devendra Fadnavis has reportedly approved the proposal.

Additionally, the state is considering banning petrol and diesel vehicles in the Mumbai Metropolitan Region, with a seven-member committee exploring the feasibility.

Transport Minister Pratap Sarnaik expressed support for the toll waiver but clarified that the final decision rests with the Maharashtra State Road Development Corporation (MSRDC).
