Maharashtra Transport Department Clarifies HSRP Installation Charges

Mumbai, February 28: The Maharashtra Transport Department has clarified that the rates for installing High Security Registration Plates (HSRP) in the state are in line with those in other states. This comes amid concerns that vehicle owners in Maharashtra are being charged higher fees for the mandatory installation of HSRP on vehicles registered before April 1, 2019.
According to the transport department, a transparent tender process was conducted to finalize the companies responsible for installing the plates. The three companies selected offered the lowest bids, and their rates were approved by a high-powered committee. The work orders were subsequently issued by the Transport Commissioner’s Office at the agreed rates, which include both the cost of the number plate and fitment charges.
Comparison of HSRP Rates Across States
The department has provided a detailed breakdown of HSRP rates, showing that Maharashtra’s pricing is in line with those of other states. Across India, the charges for HSRP installation (excluding GST) typically range between:
- Two-wheelers: ₹420-₹480
- Three-wheelers: ₹450-₹550
- Four-wheelers and heavy vehicles: ₹690-₹800
In Maharashtra, the rates are as follows (excluding GST):
- Two-wheelers: ₹450
- Three-wheelers: ₹500
- Four-wheelers and heavy vehicles: ₹745
This comparison indicates that the state’s rates fall well within the national range, contrary to concerns about overpricing. Additionally, the transport department noted that in some states, the published rates do not include fitment charges, which may cause variation in pricing perceptions.
HSRP Mandatory for All Vehicles
As per the Central Motor Vehicles Act, 1989, High Security Registration Plates have been mandatory for all new vehicles registered after April 1, 2019. Following a directive from the Supreme Court, the requirement was extended to vehicles registered before that date. The installation of HSRP is now compulsory to ensure uniformity, prevent vehicle theft, and enhance road safety.
